Committee Procedue

 Hello lovely delegates!


I am writing to help you out with committee procedure. Since BMUN is a learning conference, don't be scared if you've never done MUN before or if you are a little rusty. Larger committees like UNCSW are a perfect place to learn from other delegates. UNCSW uses standard BMUN procedure which basically means that if you've been in other conferences it will be pretty similar. BMUN's standard procedure guide can be found at this link, and feel free to print it out and put it in your binder for conference. Some terms and concepts to familiarize yourself with before conference are as follows:

-Caucuses (Moderated, Unmoderated, and Formal)

-Points of parliamentary procedure (Point of personal privilege, point of order, point of inquiry)

-How to motion to open and adjourn debate 

-How to motion to open the speakers list

-How to respond during role call (present vs. present and voting)

-How to write resolutions (look at the formatting!)

        -For resolutions, I really recommend printing out an example resolution to help with formatting during conference!

Another thing to keep in mind is that in conference, we don't use personal pronouns such as "I" but rather refer to ourselves as our delegation name or use "we." If any of this is confusing you, don't be afraid to reach out before conference or ask questions to your chairs and fellow delegates during conference (great time to practice using a point of inquiry!)

Lastly, I wanted to review what the flow of debate will look like during conference. We'll start conference off with what we like to refer to as QCIPRE (Quorum, Call to Order, Introductions, Pointing out relevant locations, Role Call, and Entertain motion to open debate). Once debate is open, we will accept a motion to open the speakers list or to set the agenda if delegates desire to start with topic B (topic A is the default). After listening to a few speakers from the speakers list, we will entertain moderated caucuses and eventually unmoderated caucuses as a way to start forming blocs and writing resolutions. Once resolutions are written we will move into formal caucus, and finally voting bloc. Then we will get started on the second topic and do it all over again. I included the image to the right to help visualize flow of debate.
